Can I change from BCA to BBA?

No you can’t. Even most part of the syllabus if both B com and BBA going to be same, still i don’t think any college or university is going to allow you to do that.

Can BCA students change college after 1st year?

Yes, you are free to change your college whenever you wish to do so.
